For years, “search advertising” meant answering a typed query. ChatGPT starts from a different place: a user can describe a situation, ask follow-up questions, compare options and move towards a decision inside one conversation. OpenAI has launched Ads Manager and officially lists the United Kingdom as an availability country for eligible advertisers. That creates a real opportunity — but it is not permission to copy a Google Ads account into a new interface.
An advert is a separate sponsored card below a ChatGPT answer. Matching may consider the context and intent of the current conversation, the landing page, the advert and context hints. OpenAI supports CPC and CPM buying, reports conversions and provides a Measurement Pixel and Conversions API. Advertisers cannot buy influence over ChatGPT’s answer.
What does the advertiser actually buy?
Advertising exposure, not an answer. OpenAI’s FAQ says adverts are labelled as sponsored and kept separate from generated responses. Advertisers cannot shape, rank or alter those responses. Any responsible service description should state this clearly.
A business is buying the chance for its own sponsored card to be shown when the platform considers it relevant enough to the current context and other signals. It is not buying a model citation, a recommendation inside the answer or preferential organic AI visibility.
This also explains the difference between GEO — making a site discoverable and trustworthy to AI systems — and ChatGPT Ads. GEO concerns whether a company’s public information can be found, understood and used as a source. Advertising is a paid, separated placement. They may support one another, but neither is a substitute for the other.
The essential boundary: an advert can appear beneath an answer, but it cannot buy the answer.
What does a ChatGPT advert contain?
In “Ads in ChatGPT — the basics”, OpenAI describes the components of an advert:
- the advertiser’s name and favicon;
- a headline and advert copy;
- a landing-page URL;
- an optional image;
- a clear sponsored label.
The card appears below the answer rather than inside it. That changes the creative job. The user has just read a response to their own question; the sponsored card should provide a logical next step, not repeat a broad slogan. “Professional services for everyone” offers little. “Bookkeeping for UK self-employed people — check the cost and next available call” addresses a defined situation, provided that the landing page fulfils the promise.
OpenAI frames three parts of the user journey: explore, compare and decide. A business should give a different reason to engage to someone defining the problem, someone comparing providers and someone ready to book.
Context hints are not traditional keywords
The easiest mistake is to recreate a Search Ads structure one-for-one. OpenAI describes context hints as signals about context and intent. They are not exact-match keywords and do not guarantee that an advert will be shown.
Ad selection may consider:
- the context and intent of the current conversation;
- the landing-page content;
- the advert headline and copy;
- context hints supplied by the advertiser;
- broader signals when the user has enabled personalisation.
MAC LEE’s practical inference. Map decision situations before writing the creative. For a building company, those situations might include an urgent repair, comparing renovation costs, understanding the quotation process and confirming the service area. For a B2B adviser, they may be diagnosis, method comparison, risk assessment and readiness to consult. This map is a campaign hypothesis, not a delivery promise.
The destination page is part of the same logic. If an advert concerns a defined London service but links to a generic homepage with ten unrelated offers, the user and the platform receive an inconsistent signal. Campaign preparation should therefore treat advert and landing page as one journey.
CPC, CPM and the auction: what do we actually know?
OpenAI documents two buying models:

The maximum bid is set at ad-group level. OpenAI suggests US$3–5 as a starting point for a maximum CPC. Read that precisely: it is a starting-bid recommendation in the documentation, not a rate card, an average click price or a guarantee.
The auction is described as a relevance-weighted second-price auction. Put simply, the highest nominal bid does not automatically win; relevance also matters. The winner may pay less than the full maximum bid according to the auction rules. Without evidence from the specific account, sector and period, nobody should promise “clicks at £X”.
- media spend paid directly to the platform;
- campaign and measurement setup;
- time to correct the landing page;
- a decision threshold: when to continue, improve or stop.
Measurement: from a click to a valuable lead
Ads Manager reports impressions, clicks, spend, CTR, average CPC, average CPM and conversions. UTM parameters remain on the clicked URL, allowing traffic to be identified in site analytics. That is only the first layer.
OpenAI provides Ads Measurement Pixel, a browser SDK that sends conversion events attributed to ChatGPT advertising. Its documentation covers click-through attribution and, for enabled accounts, one-day view-through attribution. The Pixel also includes consent control: events should not be sent when consent is false.
Supported standard events include page_viewed, lead_created, appointment_scheduled and order_created. For a service business, a phone-link click can be a useful secondary signal, but it should not automatically stand in for a valuable enquiry. A submitted form, confirmed appointment or qualified enquiry is a stronger definition.
Conversions API sends events server-to-server and can be more reliable than relying on browser measurement alone. This does not mean every small pilot needs full CAPI implementation on day one. First assess the site stack, consent, volume, available identifiers and the business cost of browser-side data loss.
Minimum pre-launch control. UTM maps to the correct GA4 campaign, the Pixel sends the selected event after the correct consent, the form works end-to-end and the dashboard distinguishes CTA interest from the valuable final action. If lead qualification happens away from the site, the review process should also feed enquiry quality back into campaign decisions.
What about privacy and conversation content?
OpenAI says conversations are not shared with advertisers. An advertiser receives aggregated, non-identifying reporting rather than transcripts of individual conversations. Ads are not shown to users under 18, in Temporary Chat or in excluded sensitive contexts.
The current FAQ says ads may appear to Free and Go users, but not to Plus, Pro, Business, Enterprise or Edu users. Availability and testing scope may change as the programme develops, so the official documentation and policies should be checked again before each launch.
The advertiser’s own website still has normal privacy, consent and data-use obligations. Installing OpenAI Ads Pixel does not remove the need for a suitable consent mechanism and current privacy information.
Seven checks before the first test
- Access and compliance. Confirm the country, account, category, policy fit and truthfulness of every advertising claim.
- One customer decision. Choose one problem and next action instead of advertising the whole company at once.
- Intent map. Describe explore, compare and decide contexts, then build context hints without treating them as exact-match keywords.
- Creative and page. Maintain continuity between headline, copy, image, offer and the first landing-page screen.
- A valuable conversion. Define a lead, booking or purchase and separate it from supporting clicks.
- Measurement and consent. Test UTM, Pixel, GA4 and, where needed, CAPI through a real end-to-end scenario.
- Decision threshold. Set a review date and a continue / improve / stop rule. A channel being new is not a reason to spend indefinitely.
Which businesses may find a pilot most relevant?
The strongest candidate is a business whose customers need explanation, comparison or risk assessment before buying: professional services, B2B, education, technology solutions, complex local services and considered purchases. Commercial logic does not override ad-policy eligibility; the latest OpenAI policies still apply.
A poor candidate is a business with no clear offer, suitable landing page or measurement; one expecting immediate scale; or anyone trying to buy influence over a ChatGPT answer. Improving the foundation is the better first investment in those cases.

Can a UK business open Ads Manager now?
The United Kingdom is on OpenAI’s official availability list for eligible advertisers. Access may still require qualification, while user-side delivery continues to roll out in phases.
Do context hints replace keywords?
No. They are context and intent signals, not exact-match keywords. They do not guarantee delivery and represent only one input to ad selection.
Does a US$3–5 maximum CPC mean that is what I will pay?
No. OpenAI presents that range as a suggested starting point for a maximum CPC bid. The actual cost follows the auction and can differ.
Will every UK user see the advert?
There is no such guarantee. The programme is being tested and rolled out, and ads do not appear in every plan, context or conversation.
